Originally, Toontown was going to have real people as the enemies called the “Suits”. Disney claimed that the characters
resembled their employees and was offensive. They scratched the idea and changed the antagonists to robots.
Schell and his team had to have discussed on the game-play of Toontown precisely. They insinuated that business men were associated as the villains. They could have came up with any other idea but business men, but they did.
According to Toontown, Cogs are robots because of the old stereotype that corporate employees are nothing but mindless drones who do what they’re told and don’t possess any individuality (Cogs).
